This glowing also indicates that you have unlocked the Obelisk, which can now be used by the player to fast travel.
Fast travel Obelisk requires you to first head to them before they can be used as a point to move around. Any Obelisk that you come across becomes unlocked and will show on the map as a fast-traveling point that you can go to.
